One market, two jurisdictions
Islamabad and Rawalpindi function as a single catchment. Families live in one and send children to school in the other; patients cross the boundary for a consultant without thinking about it. Institutions expand the same way, and that is where the administrative problem starts.
A school network with campuses in F-11 and in Satellite Town is regulated federally on one side and provincially on the other. Registration, inspection and census reporting differ, and so do the formats. A hospital group with facilities in both is answerable to a federal authority for one and a Punjab authority for the other.
