The franchise problem

The distinctive thing about Lahore is not the number of schools, it is their structure. A large share operate as branded networks — a head office setting fee policy, curriculum and reporting standards, and campuses running under a franchise or management agreement with varying degrees of independence.

That breaks most school software, which assumes one school with one fee structure and one owner. What a Lahore network actually needs is a hierarchy: policy set centrally and inherited downward, with defined points where a campus may deviate and an audit trail when it does. Head office needs consolidated revenue without touching a campus's day-to-day, and a campus needs to operate when head office is unreachable.
