The single most misunderstood thing about WhatsApp Business API pricing is that Meta does not charge per message. It charges per conversation — a 24-hour window opened by the first message, during which you can exchange as many messages as you like for the same price. That one detail is why WhatsApp usually costs less than SMS despite a higher headline rate.

Meta's conversation categories

Every conversation is billed in one of four categories. Rates vary by country; these are indicative for Pakistan in 2026 and Meta revises them periodically.

Why it beats SMS on cost

Take a school sending four messages a month to 2,000 parents: a fee reminder, a challan, a receipt and an absence alert. On SMS at PKR 2.2 that is 8,000 messages, PKR 17,600 a month. On WhatsApp, those four messages mostly fall inside two or three conversation windows, so you are billed for roughly 2,700 utility conversations — about PKR 2,950.

The bigger gap is not cost, it is whether anyone read it. SMS open rates in Pakistan sit around 20% and falling, as filtering and sheer spam volume train people to ignore the inbox. What providers charge on top

Meta bills the conversation. A Business Solution Provider bills you for the platform around it — the agent inbox, flow builder, integrations, template management and support. In Pakistan that typically runs PKR 15,000 – 60,000 a month depending on features and volume. Two things to check:

  • Is Meta's rate passed through at cost, or marked up? Ask directly. A markup on conversation rates compounds fast at volume.
  • Is there a per-message platform fee on top of Meta's conversation fee? Some providers charge both, which quietly doubles your unit economics.

The unofficial-gateway trap

There is a cheaper option, and it is the most expensive mistake in this article. Unofficial gateways drive WhatsApp Web through automation rather than the API. They are cheap, they need no verification, and they work — until Meta detects the pattern and bans the number. That usually happens once you scale up, which is to say at the exact moment the number matters most.

A banned number takes your customers' saved contact with it. You cannot get a green tick, your templates are not approved, and there is no support channel to appeal through. If a provider does not mention Meta business verification in their sales process, they are not selling you the official platform.

Practical cost control
